Farm Bureau Still Pushing for Whole Milk Bill
American Farm Bureau Federation (AFBF) is hoping legislation expanding school milk offerings will get across the finish line soon.
AFBF Executive Vice President Joby Young, says the Whole Milk for Healthy Kids bill has overcome the obstacles in the U.S. Senate that had previously held up progress. “It’s super encouraging to see what happened in the Senate. We were pushing for that, and it’s been a hurdle in the past. It’s a big plus for it to move through there. Now, we’ve got to make our way through a complex House environment as well, so we’re going to keep working with House leadership to push the bill through.”
The Whole Milk for Healthy Kids legislation previously passed in the House, but with different language. So, the Senate bill requires a new House vote. Young says he’s encouraged the bill will get a floor vote before the end of the year. “They might have a different take on it in the House, but that normally happens. You had to reconcile differences between both chambers, but we have momentum on the issue. That’s important, and that’s what we’re going to keep pushing for.”
The Whole Milk for Healthy Kids Act was spearheaded by House Ag Committee Chairman Glenn GT Thompson and, if passed, this bill would allow schools to add whole and two percent flavored and unflavored milk to the existing low-fat or fat-free option. Research has shown the higher fat milks are beneficial to growing children, and they taste better, meaning more kids will probably drink their milk.

This legislation would offer more choice to young consumers and would encourage them to take advantage of more healthy food options with their school lunch program. It would also provide a boost to the demand for dairy products and, hence, boost returns for dairy farmers. This seems like a logical thing to do, but keep in mind that there are some very powerful companies who produce alternative beverage options who oppose such a move. I believe the dairy industry will prevail in the end!
